Does self-hosted open-source Refine comes with all features?
I'm a bit confused about these pages:
1. https://refine.dev/docs/comparison/
2. https://refine.dev/pricing/
First page claims that ACL is inside open-source license but second page claims that ACL is only inside enterprise version. Same for audit logs.

I hope everything is fine. refine is developed with an open-core model and everything is free. You can use any technology you want for ACL, for example, Cerbos, as mentioned here: https://refine.dev/docs/advanced-tutorials/access-control/#cerbos.
The ACL mentioned on our pricing page is an ACL server developed by the refine team and is included in our enterprise package. We will clarify this more clearly on our pricing page, thank you for pointing it out.
