You can publish it in npm and create a PR at https://github.com/refinedev/refine In our documentation, we have community packages sections, you can add your data provider to there.

Do you accept javascript data providers too ? AWS did not provide some types required for calling resources dynamically, but it's possible with javascript. I mean I don't know the rules that's why 🙂

What we accept to our documentation, are just links to your package published on NPM, could be github or just npm url, so you will need to publish your package on your own. As long as you don't have malware on your package 😄 , we are happy to reference in our docs.
